Heck even a solo match, could suck to falsely inflate your MMR based on someones first match.
Level tells absolutely nothing in AoE 4 as you can just level up by playing campaigns or beating the easy AI over and over again.
Even if they had to play 1v1 before joining team games, the issue you're having is teammates with a big skill difference to you. That's not so easily solvable of a problem. Basically you're just out of luck if you're hoping bad players will never be on your team, and if players actually had to be good to join ranked it might even end up excluding you.
If someone has a ton of prior rts experience, they'll be better than average in like less than 5 games anyways. You don't see these players, because they get placed above you.
