Tearing indicates your graphics card is generating more frames than your monitor can keep up with. Enable vsync if you're getting tearing.

This, you need vsync or gysync turned on as it sounds like your monitors Hz refresh rate is slower than the FPS your GPU is able to output, causing tearing.

What is the model of your monitor? Also, can you post your graphic settings?

I have an underclocked Ryzen 5 and a RTX 3060 laptop and everything works more than fine, without any power boost...my girlfriend has a GTX 1650 laptop and it works like a charm too. The problem is not your graphic card obviously. Did you try vsync as suggested ? If you don't find it in the game options (settings / graphics / vertical sync on) or if it doesn't work, you might be able to force it through the nvidia pannel.

Also, if you use a laptop, be sure the game is using your 3050 and not your integrated graphics.
