I don't think mongols tower rush English in the first place, its considered good for mongols because like all other matchups they spam more units with +15% speed.
The answer is just let the game reach imperial - English units fall off by then, longbows are useless (assuming you built something good like a lancer blob, ofc). English economy is trivial outside of Enclosures, which only kicks in imperial - you'll be able to outboom it with all those boni to trade and the ability to build double vills or double traders with stone. Then just amass bombards and lancers and wipe English from the map.
If they rush you early, they're already not on the strong foot - they won't have Network to benefit from, and they'll surely bring infantry along with their rams - longbows and m@a or maybe spears since you're Mongol. So plan accordingly. Worst case scenario, you should be able to relocate your most important assets.
But really, this is no rocket science. English only get a single power spike in feudal because of the ability to vomit longbowmen. Once you survive that they become trivial to deal with.
