Go aggressive and raid against the French to keep them on the backfoot, as the HRE you have a economy advantage and very strong infantry. The prelate in effect gives you 6 villagers for 1 population slot. It takes 100 gold to produce a single knight so denying them gold is especially important. producing horsemen for a raiding force separate from your infantry block is a good idea for feudal age. while you should have the gold income for knights to do a similar job in castle age.
On the defensive you want to be backing up your territory gains with defensive structures, especially around sacred sites and relics because of your discount. You can have your prelates in a position to immediately pick up sacred sites or relics once you reach castle age. Relics are especially valuable because you can use them with the Regnitz cathedral to wreck the gold economy or garrisoning them inside of your buildings to make them even more resistant to enemy fire. Building superfluous town centers around defenses is also a good idea as it allows you to expand your emergency repairs zone.
Also there are gaps between buildings in AOE4 so you can't use them as walls to keep raiders out. you need to build actual walls to block enemy movement.
For example watch pro AoE player Daut playing as HRE and learn how to play with them or any other pro playing with the civilization you want to play. If you want to learn counters, watch them playing with the civilization you want to play against players who picked the civ you want to counter.
Your obvious choise is HRE vs France.
