What is the point of observer delay?

When one tries to observe an online match? Does one always have to wait five minutes to observe a match? Seems to make the observe feature pointless when one can observe on the web? Is this long wait due to a game being in the process of setting up?

Basically it's an anti cheat measure. It's similar with streamers since tournaments usually require them to stream their POV with delay

Yeap. It's an anti-peeking measure. If you want to skip the wait, scroll down slightly for matches that are already 5 or more minutes in. If you are playing using a HDD you can probably look for 4 minute games and ride out the 5th minute while you are still loading in.
