Campfire Icon Above Outposts

I feel silly even asking this, but I never saw anything about it in the tutorial and did not see it in any previous AOE's:

What is the campfire icon that appears above some outposts?

(Playing as the English at the moment, I thought it might have something to do with Network of Castles, but not all the outposts have it so I can't figure it out.)

Its the network of Castles buff that English get, activate when enemies are in range of the building

Thank you! I couldn't figure out why only some had them and some did not. I'll have to take a closer look next time.
