You might also be able to find a used one with a 20 series GPU like a 2070 or better for cheaper.
CPU: atleast 6core/12threads
RAM: 16gb

This Youtuber tests a huge amount of Laptops.
I would recommend to search for a Laptop you like and that fits your budget and then watch Jarrods test of it.
As a Sidenote:
Gaming Laptop Generations more or less go with GPU Generations. So a test of a 2060 model of a brand will also apply to a 2070/2080 model. But the 3060 (newer) Laptop model might be different from the 2060 model.
Sry if it's confusing. I just try to make it short and hope you have some basic Hardware knowledge.
4k laptop gaming.. that's a diff story.
I would recommend the RTX 2060, I play Age IV 70-80 fps at max settings, and no matter how demanding a game is usually none go below 60.
Would the low end be powerful enough to handle all RTS games on max settings? Or would I be better off investing a bit more into a higher end model?
I live in Hong Kong, so could probably also haggle down the price by $100-200 USD for each model.
Thanks for everyone’s help!

warzone had me drop a couple settings from max though, but that game is super heavy to begin with.
The Helios 300 is a great gaming laptop for the price the one my friend got has a RTX 2060 (6GB Graphics) with an Intel i7-10750H (10th Gen, 6 Cores, 12 Threads) clock speed upto 5Ghz (about 4.9Ghz) 2.6Ghz Base and running in battery saver mode it goes all the way down to about 0.65 Ghz. it comes with 16 GB of system RAM and you can upgrade it upto 64GB.
The Helios 300 gaming laptop comes with an NVMe SSD but also has another NVMe SSD slot ready to use, and has another optional SATA3 2.5" drive bay with and adapter.
the model my friend got comes with a 1080p IPS level display with a refresh rate of 144 Hz, choose 60 or 144 in the windows display settings.
it also has a led light up keyboard.
and with 2060 RTX it does 4k 60Hz on max for a lot of stuff.
that being said.
I recommand making yourself a budget first to see how much your looking at spending.
I got myself an MSI GP75-Leopard (2020 year) that has a 2070 RTX (8 GB Graphics) 16GB RAM (i upgraded the ram to 64 GB), 1080p Screen at 240Hz.
Why? Because you'll be plugged in most of the time (you cannot game unplugged, it will limit your frame rate) and battery is most likely the first to die in a modern laptop...if you're concerned about longevity that is, so when you're not gaming with the laptop anymore you can use it portably for something else.
