Can i start my own empire and grow it?

you can just play a skirmish match with no opponents if you just want to build

Go to single player and make a skirmish against AI. I think this is what you want. It's you starting with nothing and progressing in economy and military to try and beat AI.

It's not a city builder or grand strategy game or anything like that. It's a real time strategy. Games might last for 30 to 40 minutes. You don't carry over anything between games.

SandBox is gona be a thing i will guess its what you where abled to use like the age of empires 2 Creative Engin to make your own world land and stuff to share it as maps or Senarios maked by the player i used that back when i whas a kid making some kind of a EMPIRE city and make it look like it whas Undersiege by the enemys its fun

but just one Tip to you Don't think of this game as a city building game it never whas a thing its a RTS game

If you want something like this, play Tropico 6. Tropico 6 takes place from world war 1 to the present era. It's not about building an empire, but a country. But it still has an AOE-like vibe. I think Tropico 6 is more like what AOE4 is supposed to be.
