Campain is mostly just a fun historical journey type of deal.
Dont hold yourself back though, try the other single player modes as this will let you actually build a base from the start to finish, explore maps and ultimately have a good time.
There is also co-op vs AI multiplayer if you dont like the idea of PVP.
The Rus campaign DOES have base building, btw. Since it's about the growth of Moscow.
But as Burjis says, if you want base building, skirmish is great. That's the meat and potatoes of the game. (Solo and7or MP).
