Terrible stuttering out of nowhere
Game runs smoothly, then suddenly, it starts stuttering like crazy. See video: https://www.youtube.com/watch?v=8i9qBzlhAb0
GPU and CPU usage are around 30 % only when game stutters.

I have Windows 10, Core i7 9700F, 32 GB RAM and RTX 3070 Ti

Game only uses 1 Core so after 8-10 mim game performance hits hard
It is poorly optimized, if you move tot the water map with ships you have even more dpa drops... Play on medium high is for nasa computers even if you don't see the graphics.. is a shame for an 2021 game

That is windows problem or driver or garbage in the background

Such nonsense then set it to manual in task manager..

That's strange. Because when I ALT+TAB to Windows during, everything else runs fine. When I quit AoE4 and run some demanding game like Guardians of The Galaxy, it also runs with no issues.
Is the cpu or gpu temp ok? I used to get sudden stuttering on AC origin, i thought it was bad optimization from ubisoft game and then the stuttering happens to other games that used to not stuttering like Witcher 3. And i found out that when cpu temps is above 70 C sometimes there's sudden stuttering.....

GPU temp was only 59 °C when I checked during the stutters. CPU was around 40 °C.

Also, as mentioned above, I do not have any stutters with much more demanding games. Guardians of The Galaxy runs smooth 80 FPS (locked) and GPU temp is around 69 °C there. I locked AoE 4 to 60 FPS and still observed these stutters.
Maybe you hit building and unit limit in game, but seems impossible considering your pc is powerful. Or Windows considers games goes idle and slowing it's performance.
Maybe follow some guides on this video.

It helps me regarding assasins creed problem and in my case reduce thermal throttling on cpu when playing games..

It was Art of War mission - the Last siege, so predefined units :-) And only a few of them.

confirmed that there's performance issues too. Wait for fix maybe....

Last time I had to fix a stutter like this the problem was the temp curve. Some PCs are in silent mode. That sounds great but it isn't, it means they do not spool up the fan. You say your Temps are low. This may cause the fan to stay dormant. So, technically you are not supposed to see stutter, but in rare cases it does cause the stutter. Trick might be to boost the fan% in the curve so it starts actively cooling earlier, getting that stagnant heat out. It worked for my guy. Hope you succeed

latest Intel
Most recent GPU

Latency is 60-90 ms
other games i have 3-10 ms
this game is poorly optimized and i cant play a game with a 60 fps. at best i get an introduction video of 200+ fps and game menu of less than 30 fps.

the game trial we had earlier before release ran very well. I did not experience any problem with it.
--------------------------

Update:

Nvidia driver was the problem. HOW SURPRISING !
