It seems to be the release list, Maybe you are confused with the campaigns which seem to be 4 (for the moment)
There are more already... Just because they didn't put them in the public closed beta doesn't mean they aren't there or aren't playable at all.
I hope, since AOE2 got too bloated with civs to play.
I will stick with Crusader Kings 3 which offer much better historical accuracy and options, and Crusader Kings 2 which outdoes both, and another option is Rome total war 2- Medieval 1100 AD[ mod] which offers way more options in tactical field real time, and strategic map and is done by modding community.
Also to top it there is Field of Glory II Medieval that takes history and tactical real time
to serious tactical levels, and which is releasing Field of Glory Medieval empires, as the case of Field of Glory - Empires which is masterpiece of game on strategic map.
I will stick with these 4 and Field of Glory Medieval empires when it releases.
Just in Europe alone, to cover the Middle Ages in just an efficient, non-detailed way, you would probably need 30 civs.
In my opinion as "gamer" hobbyist, and investor, and with my background working in the financial and fintech industry, I think these company is going in wrong direction in regard to software in these part of gaming category ,which is a niche. And this is very particular niche of game because is medievial and strategy subcategory. Majority of the market share of this niche is in Europe, USA and in regard to Asia is most active are in China and some in Russia. While the rest are active in history subjects, they not so much into gaming gaming wise, in contrast with the rest that have developed markets meaning a lot of customers willing to spend or demand in gaming by that meaning specially of these niche.
They are going in wrong direction following politics instead of listening to marketshare demand. The civs that they will be releasing, 90% have little demand. They missing key countries also that where part of medieval history.
They have to decide who they want to appeal, gamers- meaning marketshare, also including investors, or they want to go to appeal to specific politics of very few financial companies on top [ along with silicon valley politics and their parent company MS] and all of them will bail once the boat goes down and possibly directly or not, possibly force a restructure in "future" if it does not meet a certain projection.
If they go in politics route they can look at CD project red Cyberpunk 2077 being a massive failure a massive failure shunned by gamers everywhere and missing projections consequently CDPR stock is still in free fall and no one want to touch it also investors are suing CDPR, and bioware latest massive failures [ following with restructuring and possibly shut down of Bioware now from EA based on this two massive failures and crapdromeda being another game called worst game of decade shunned by majority of gamers and than is Anthem relased after that failed and shut down from same team] on how "well" it goes if they don't focus on game development and don't keep up with actual demand from gaming marketshare.
Relic Entertainment has to listen carefully to market demand and learn from others mistakes, or they risk not meeting sale projections and going the same route. They can take an advice early
and listen to broad market in beta stage, or listen to specific closed group which compliment their own company line, [ or said plainly listen to apologists which don't reflect the broad marketshare of this niche and possibly prospect buyers ] but know the marketshare of these niche, will react accordingly no matter what marketing is employed be the traditionally "featured" in gaming magazines, or the alternative "collaboration" with youtube names , or none if is limited budget, many customers learned and now wait for all youtube reviews, so personally I would advice to listen and ask questionares even outside beta tester category.
