I cant figure out how you're supposed to find it. The codes written down don't work.

It says to change the code each time after use. It's a little logic puzzle and you need to figure out the next code in the sequence.

Hint
Treat the code as 2 x 2 digit numbers and check what changes between the two written down codes

It wound up being a math thing, but on my second playthrough, I had the hacking ability so I just hacked into it.

ignore @svennoj, they is literal yapping, solve code is quite easy and can be explain

on table, there is piece of paper that read:

note to self:

the password for the safe is: 2852 4848

another note to self: change the password everytime you empty the safe.

what is know is:

1. the first code is originally 2,852
   
2. then code is change to 4,848

from this, can see pattern, code increase by 1,996 each time (funny considering year in game is 1996, the year of election)

how? because;

4,848 - 2,852 = 1,996)

to find current code, you must apply rule to last known safe code, so add 1,996 to 4,848

so;

4,848 + 1,996 = 6,844
∴ safe code is 6,844
