Where do I find New Game Plus?

I have completed the game once and I am wondering where I can start New Game Plus? On the Main Menu I only see "New Game" "Options" and "Exit". I tried new game and I could not use the skills I learned in the first round.
I appreciate any tips :)

PS: I play the German version.

My guess is that you have only gotten one teenager across, and haven't finished the game.

Look for the "continue" button in the middle of the Television.
