Sometimes when you are talking to someone you get the option to choose form choices with symbols on them and it says they have impact, any idea what they mean?

Some symbols represent unlockable abilities, like Lock Picking or Cleverness. You won't have these at the start of the game; you'll have the option to acquire them as you play. (Once unlocked, an ability persists for future games.)

Other icons indicate shaping the possible outcome of the current playthrough, whether rolling the dice on a revolution, voting in Florres's reformist administration, or keeping the authoritarian Tyrak in power.

What about the stick with the bag on the end, and the fist one?

Those aren't the "tool/skill" symbols you are talking about.

Those are more like "take a specific stand" symbols.

they represent the 3 major plot lines.

Bag on a stick (strictly focuses on own safety and escape, does not try to change Petria)

Vote (focus on advocating for voting to change Petria}

Rebel (advocate for protest and violent overthrow of the government to change Petria)
