Other Countries press on ohter countries lead most times too closing border and going more violent and crazy.
Because those documents are very compromising and Tyrak would do everything he can to retrieve them. Zoe is risking her life carrying these documents so she needs to leave Petria where Tyrak won't be able to reach her. Besides, she can't fax these documents to foreign newspapers because Petria is very likely a closed country like North Korea and communications with the exterior is much likely impossible.
There is one way for Zoe to survive, provided you follow these three conditions:
1- You must help her escape.
2- Fanny must spare John so that Alex doesn't join the fight.
3- You must join the fight.
Yet, they would be more helpful inside the country.
And one of the options in the offshore work interview is "love to write with foreign pen palls" so I guess communication with the outside is still possible. Plus trucks are crossing the border all the time.
Crashing a truck into the border to create a distraction for Zoe to be the hero only caused more problems in the short term. It's great for drama, but doesn't make much sense for the issue at hand. Counter productive.
No, it wouldn't be more helpful to keep these documents inside the country. What if Zoe gets busted with these documents? Do you think they'll let her go? No. These documents aren't safe in Petria.
When I talk about communication with the exterior, I'm talking about not being able to freely communicate with the exterior. All communications with the exterior are likely held by the state and likely limited too. Yes, there are offshore workers and trucks crossing the border, but they are expected to return after delivering the trading goods or once their shift is ended. They have absolutely no right to permanently stay abroad. Besides, to become an offshore worker, you have to be married and have children, this is a way for the state to put pressure on you and to make sure you won't try to leave by keeping an eye on your family.

Do they start cracking down on this later in the game? I got one of my teens through by taking this test and lying about having a spouse and a child. Not only did they make no effort to verify that I was telling the truth, I actually misclicked and chose an obviously wrong option when asked about my child and they still passed my test. You're totally right about the intention behind the law, though.

Truck drivers can easily deliver some documents on the way. You can bribe them to smuggle you across the border, why not some documents.
You can pass the offshore worker exam as a teen.
The Black Brigades have their radio to tell the truth about what happened (even though they still caused Tyrak to react), spread flyers and what not.
They could send someone more capable in crossing the border without drawing attention by crashing a truck into the wall.
It was very contrived (sending Zoe), good for the plot, but didn't make much sense. A violent escalating option where violence wasn't necessary.
How do you know that truck driver isn't a Tyrak supporter?
You say they are more useful in Petria, how the hell is that? All media in-country is government controlled like in Russia, China and North Korea (North Korea being the closest similarity to Petria).
If it is released over non-official media it will be discredited as rebel/dissident lies.
You are saying the game is not realistic and sure there are non-realistic elements to the game, it is both a drama and a comedy after all.
But smuggling an important person out of the country with important documents is one of the few super realistic elements to the game.
You maybe need to read more about North Korea to understand just how realistic it is.
