Completed quest to build the axe for approval from Vrann for the access key, but no dialoge with Vrann (NPC) only leave option. Can't progress the questline.

You can crouch and try to steal the key from her. Failing in stealing results in Game over.
But I don't know if this is the intended way of doing it.
There is also a set that the assasin boss drops that increases your sneakability, just be sure to don't sell it.

Update, instead of trying to steal it from her, you need to craft the berserks axe. then go to Ugh'we (same place where she is) and after that she gives you the key
