Report a translation problem
Good thing about this game is that some quest like this one don't lead you by your hand until you "trigger" some "hard proof", you have to turn on your brain and think. You also have multiple choices.
Yeah this guy's load of ♥♥♥♥, I looked everywhere I checked every house, nook, cranny and box. I even talked and expended every dialogue tree and every person even ones in the keep unrelated, this "hard proof" is missing or bugged or something.
So if you still struggle:
SPOILER
Tangard. If you choose correct options in a dialogue with him he will confess that he did all of this to get rid of refugees. You can lure him into that by lying that you were also stolen from. That is the "hard proof" you are looking for. After that go to quartermaster and tell him the truth about Tangard or whatever you choose.
Sounds like I might have missed the right combination/sequence since no one has any dialog options anymore, and the only options I have with the Quartermaster are obviously wrong.
Hooray for nested conditions I guess?
I hope this quest isn't a prerequisite for any other quests, because my workaround/solution is going to be just ignore it and not turn in any judgement.
