Well, than blocking with a 2-H weapon would be a bit OP as well ;) it packs a far bigger punch for far less drawback (mana) and can still parry/block.
I mean, how "OP" is it to block with just a sword. You're probably still going to get hurt, a lot, or if it drains stamina make it expensive, etc... In probably almost all instances, if you're going to be blocking alot, you'll want to use a shield but having it as an emergency option doesn't seem broken to me more of a QoL thing
From what I remeber out of my first hour (there I used 1h alot with a free offhand) you can perfect-block 100% of the damage without a shield just fine. So... block is as OP as you can use it... if you hit every perfect block and can manage to not get overwhelmed by enemy's its 100% no dmg income as long as you have energy.
