Flowers for Betrys glitched(?)

Picked up the quest, but Betrys doesn't seem to be anywhere within the game world anymore and there is no marker for the quest. Am I just ♥♥♥♥♥♥ on this end?

Was it after you talked to the quartermaster and asked him to remove her husband? If yes, then she would be with the refugees.

As dumb a question as this is: where are the refugees? I found Betrys by the gallows but she left when the body came out. I can't find the refugees for the other quests as well

Location: It's not much of a secret to find the refugees but I'll try and spoiler proof it anyway

The hill where you head down towards the fishing village. Once you've gone through the gate look left, there's another section of town if you look for a ramp on the left side and head up it
