However, you can also get some ability points or attribute points from doing quests and finding certain items. There are also consumable items that permanently increase carrying capacity.
Skills are leveled separately, by using the skills (think TES leveling). Respeccing does NOT change these skills, so if you were using a bow for half of the game and then respec into a swordsman, you will NOT get the "experience" from the bow skill moved to the sword skill. However, skills rise pretty fast for the first 50 points or so (out of 100).
