Mana Shield?

I think I'm being dumb, how does this work?

Mana shield allows for a portion of damage to come from mana instead of hp. 25% means 25% of damage will apply to mana first. 50%, 75%, etc.

The skill that gives mana shield while holding a wand/rod is most definitely bugged, even the first level gives 100%, so the level 2 and 3 are wasted points. Having it means that all damage will come from mana before health.
