My theory is that the perfect obedience is a buff/de-buff you get for completing the Bee Queen quest. I also believe completing Act 2 main quest should remove that buff/de-buff but I still have it at the end of the game. I assume this will play some role at the end.
I feel like "hollow" and "perfect obedience" were suppose to lock you into certain hidden endings but they couldn't finish it in time.
Another narrative choice they fumbled was siding with the butcher in A1, the game still progresses like you found the secret so the dialog makes no sense.
