The same dude who gives you money for the bounties? How do I get that "see no evil" quest? I don't have it in my questlog

there are 2 southern entrances to the act 2 region, the eastern entrance of those 2 has dal riata slavers camping very close to the gate (on the act 2 map)
if you talk to them they explain what they are doing which starts the "see no evil" quest line
