Report a translation problem
There's an open entry way to the left of the main entrance where you can walk in. Just follow the path around, hugging the wall on the left side of the keep and boom, you're in.

As for the topic, yeah, this isn't so much a bug, as it is utterly ridiculous. Breandan orders you to be killed on sight simply because you won't talk on his behalf / convince people to his cause.
Going into spoiler territory here but :
I killed Galahad initially, but had no desire to side with the captain / speak on his behalf. I however, didn't perceive him to be my enemy. The result of my decision led to losing Galahad, and the captain then ordering everyone to treat me as a KoS target, which I found utterly bizarre.
You'd think that having just killed a notable figure for the guy, a knight of the round table I might add, he'd be disappointed in your choice, but not a sudden enemy?
Tbh, that entire situation had me reload to an earlier save, side with Galahad and cut One-Eye & Cap to pieces. Why the quest is resolved in this way if you simply want no further part in Breandan's plot is beyond me.
Losing access to the keep, as well as killing Galahad was nonsensical.
I tried it before, but the cage door is closed - "the lock seems to be broken". Am I missing something?

So, instead of hugging the wall and going through the gate, you could attempt to go through the fishing village behind the keep? If you've already found that, try to make your way up from the fast travel point and see how that works out.
You can get to the village if it isn't unlocked by going left of the main keep entrance, onto the beach and following the coastline all the way around, I hope I'm making sense? There's a path a bit further back on that road that leads to the beach if I remember right.
You'll come up through the area with the wood-chopping block / training dummies and be on the path to the stash and low NPC activity, so you should be able to get to Excalibur easier?
Sorry for suggesting the gate, I admit, I forgot about the lever. Truth be told, it's one of the first things I did when I get there because I explored the place thoroughly.

I did not open a gate because I thought it was a bad idea to have an insecure way in a world where, every night, something bad could happen. And I felt that an always drunk guard is also a vulnerability that could be used in a scenario.
Now I'm that danger that came in the night, lol.
Now I need to repair a gong somehow.
