Does magic skill ever level up?

I've cast tons of spells but it never increases.

Yes. Currently my only maxed skill.

I think mine's around 80 (or is it 70? I forget, hah), I'm lvl 28 and outside of very early in the tutorial have never swung any weapon.

It is slow, however, especially with the early/low level spells. I felt like it went faster once I got some mid-tier/bigger spells. Maybe it's more total damage done based vs. number of casts etc. Dunno tho, just a thought.

I wonder why it's so weird, I noticed that it also didn't apply bleed stacks when you had the bleed ring equipped.
