Yes it is. If you, at any point, choose the dialogue option to buy the horse from Rob, it closes the dialogue tree, breaking that quest.
This one is not broken, its the two brothers with the horse. inside a nearby house. Gotta exhaust their dialogue options.

Same here. Plus I'm also blocked in the Sveinn village quest, which means I really can't finish up the main quest at all (at least as I guess it's meant to be done). Super annoying.
