no option to change language?
I didn't find any option to change the language of the game?!

You can do it in your Steam library.

Doesn't do anything. It's set to English for me, and game's in Russian.

Its possible that your version of the game is language restricted. Its something that happens quiet often with Russian releases. Those often only have Russian as a language option.
Ubisoft and Activision loved to do that with their releases in that region. But some other studios too.

Account's region isn't Russia though, it's KZ. I doubt that's the case. Besides, region locking is stated on the store page every time, and during buying. It isn't in this case.

And, I have all the languages listed in the drop-down. Game just ignores that setting. I'm sure it's just a plain bug.
