Parry timing
I'm not sure if I'm just hitting the block just a tenth of a second too early, but it feels like I can never get a parry/perfect block off, unless the parries also let a little damage through. I'm at around 32 Block and I grabbed all three Parry Window perks and it still feels impossible

Upgrade your armor at the blacksmith and you won't need to block. It's not cheap, but you can turn bounties in for gold... I take no damage with gear at +10.

Re the actual blocking mechanic. Whatever your shield blocks in number, if the damage is greater than that from a mob, then you will always get a "leak" of damage through. Some mobs can outright damage and kill you even when blocking... You're not doing anything wrong, but you can upgrade the gear to help you mitigate that leak of damage.
Parrying is just really hard. I have the parry gloves on an barely ever get a parry. And when I do it's usually because I was attacked twice by 2 mobs or something.

parry timing is very narrow (haven't put any points into the parry tree) and you gotta tap block right when the tip of the blade is in your face. Don't start holding block, just tap it.
if you pull it off, you take NO damage (even if the enemy has retaliation gear because it doesn't count as an attack)

The parry timing is pretty forgiving honestly. Be sure to TAP block, not hold it.

They should probably add extra text telling people not to hold block. I've come across a lot of people who think it's the timing, but it's really just that they're holding instead of tapping.

On a serious note, make sure you are tapping block and not holding it. If you hold it wont parry. Also the i frames for parry is the end of animation aka when your weapon is up.

There's a set of bracers that doubles the parry window. You might want to try that out.
Put points into parry, trust me it's worth it. I mainly use two handers and I can get the parry no problem now.
the best way is to look at the animation. the parry timing is when you flick your hand up. try to understand the difference between a block animation and a parry animation and you will start to understand the timing

others have mentioned it but i have to stress it again. do not hold, just tap it once
