I also must've save scummed 20 times with a 25% chance, still no dice. Not sure if that was bugged, honestly.
Sometimes it is a crap shoot... But regardless, yeah seems justified to just save scum when using limited resource(s) to upgrade.
The +1 (or +2, +3, etc.) is just a description that whatever has been improved once (or twice, three times, etc.) The bonus damage is much more than just one point damage per upgrade chance. But you will need to re-load a save game a Lot to get a successful upgrade.
The folks above complaining about paying the blacksmith to fail whatever upgrade are absolutely justified in their complaints.
The current gameplay mechanic upgrade system FAILS 100%.
*IF* the game used some kind of NPC-Player relationship friendliness gauge to determine relations, quality of service provided, dialog options, etc. then the current upgrade gameplay experience would make sense . . . but it does not currently.
