Is this quest broken?

Hi!

Main quest:
Shadow of the horns

I got the one-eye's sigil, but it's not in my inventory... I have looked carefully several times and when trying to unlock Sewal's crypt, it still says I need the sigil... I don't even have previous saves to go back to try the quest again...
In the quest it says that i should find the captain at the All-Mother's temple and the next task is to go the crypt...
Yes, I spoke to the captain before Faerghas telling me where to find him...

Please, help!

It's a year and a half later, and that quest is still bugged. No sigil.

I had no bugs with this quest. Sigil appeared in the inventory.

That's good to hear. Thanks. My last saved game is a ways back, but I will make the grind back to One Eye and try again.

EDIT 10/16/24: After figuring it out, I feel like an idiot. It turns out I did have the sigil, but it's effect is so immediate and there's no audible or visible cue that anything happened, that I hit Interact again right away, and of course, it said I needed the sigil because after you have used it once, it gets removed from your inventory.

So for anyone else who encounter's this, after applying the sigil, please do a 180 turn and you will understand what has happened.

not "still bugged" there are tons of glitches when it comes to quest updating, and sometimes it will work, sometimes it won't. Specially if you complete quests and steps in a more unpredictable order. My recent run I am 100% I lost several quest parts due to exploring more than focusing on objectives. And I believe there are a handful that went full broken in the process but I didn't try to finish them because they were too tedious... Others I likely lost some mid-quest rewards because several went from "new quest" into "finished" in 1 or 2 steps due to my rampant exploring.
