Don't know if i'm missing something but are there some requirements to start 'Alien in a Paddock' quest ?

i would really like to know that too.
at a point of the game it told me i have done act 1 and there would be nothing to do. so now i don't know how to get the animals

It seems you have finish Fadhili Quests first and built the Starport. Thats what did it for me the next day after it was finished Dirk messaged me he had opened his shop.
Try talking to Fadhili evtl he should Quest for you to build certain things to improve the Outpost

he said i shall build lamps. but i ignored that by now for i thought it is just cosmetic
