Uhm... Are drones allowed to take resources with the button set to on and the tooltip stating it's forbidden or when the button is set to off and the tooltip states allow taking of resources? Is the tooltip the current setting or what it will be when clicked?

Current. Test it, by example, with any refinery: toggle regolith IN to On, and you'll see how drones will carry it. Optional: set this module to high priority to fill module's storage quickly.
Useful thing to manually control expenditures of simple materials (steel or silicon, for example) to produce more complex ones, until you have lots of everything

ON means they can do it, OFF means they can't. So ON on drop and take means they can drop and take.
