2 ways for water.
1st: Basic [underground]
Research
{Social} Ice processing technologies for the Ice Extractor, [Use on ice deposits found underground]
{Social} Ice Melter {place on walls of room}
{Social} Water Storage [place in room}

2nd: Later in game [Surface]
Research
{Fundamental} Heavy Machinery for the Ice Harvester
{Fundamental} Cargo Dock {for the drop of point of cargo/ice]
{Fundamental} Rover Prospector {easier to find good deposits of ice for harvesting}

i can't filter the surface for water how do i know where to mine?
you can use the ore detector, and instead of getting an Fe or Ti answer, it'll say H2O

Per the Screenshot, does one NEED more than one Ice Melter? Is that for redundancy or to speed up the production of Water?
if you have a consumption greater than production, you'll need a 2nd one...with the status of that screenshot you should be fine...though you're losing o2

I use a one per one ratio on Ice Melter and Electrolysis Plant. Found that works best.
As to how many you need, I find 2 to be minimum needed, more if is a larger room. Plus a couple water tanks and oxygen tanks per room. Make sure you use vents into rooms connected to main room.

How? I have scanned the surface and have heat maps for steel titanium etc but water is greyed out so I can’t chose it

Keep scanning, but make the scans tighter beams. Even if you have scanned an area, scan it again. Best to just keep mining all underground locations until is nothing left to mine.
I am on about the global map hence stating can see filters and a heat map
