hello, I have the mission to build a laser to destroy an asteroid; They tell me that the place for the foundations is indicated on the map to the south east. except I don't see anything. Is it on the map of the base outside or somewhere on the surface? should I scan to find it?

You answered your own question - yes you need to go scan as the pop up info boxes inform you to.

you shouldn't need to scan to find that one. It is on the surface of the moon a fair distance away and called 'laser gun'

Laser construction site is to the south east of your base on the World (moon) map, should be visible if you center the map on your base. It is a yellow marker which means it's a main plot related quest, white markers is for generic random contracts or sites to explore. You need an Expedition Center and a Cargo Truck to send resources to the construction site.
