How are these mined? Or do the miners pick it up from the ground?

They can be mined when you unlock the ability to mine it. Then it will lay on the floor unless you build a storage for it. You can unlock a smelter thing for it as well then sell or use it for contracts.

Mine them out of the wall, use them to make plates then use that to make electronics and then modular terminals. I dont recommend selling them and only use them for contracts if your overflowing with them (like when you get the MDR)

There is a special machine for processing rare earth materials. They are the red underground areas you can't clear beginning game.
