Refrigerator locked
I did the required farming and cooking tech but the refrigerator is still locked

The refrigerator can only be built on the bottom floor. Move from the surface of the moon. (You should see a hint).

The hint shows "Research Required". I have built Refrigerator on previous runs where this bug did not exist. Obviously I built them in the underground.

Same issue here! My refrigerator is also locked and it is not fixed yet in the last update! I do not want to play from the begining with a new save. Anyone has a solution for this bug?

The refrigerator works for me and is not locked. This is a new play through after it was moved into the farming research from the carbon factory research. If its an older play through and you haven't researched the carbon factory it might unlock it.
