Cannot build anything indoor in my room

Hi, don't know if this is incompetence on my side or a bug but I cannot build anything indoor in my room.

the tldr:
- chose Hope mission, was to slow, everyone died
- scrapped the room I had until then, because it wasn't needed, I needed space and wasn't happy with the base layout anyway
- over an ingame year later I am forced to build a room because of missing CPU
- so I build myself a nice 25x25 room, a door, an electrical wall, 2 even and an ice-melter

Now I want to go on with an electrolysis plant but the game won't let me. Just says "you can't build here" but does not say why. Tried all other available indoor facilities, same thing.

Now I am progression locked, I cannot expand my base because I am missing CPU but also cant build CPU because of something.

Demolish something small to give you a bit of spare usable CPU, enough to build more CPU basically.

you need build a little cpu or a bigger cpu you used 252 of 254
and i am sure the tutorial messages plopped up and say you need build more cpu
