Edit: I launched a sand box game and it worked. But I can't load my previous game it says the error out of video memory...
Launched a sand box game and it is working for me as well, including saving and loading it.
Looks like old saves are causing the issue.

I have the same problems as you.
I have noticed a massive increase in memory usage on story mode. Was pretty constant at ~2300mb, now > 5000mb. I think it has something to do with the games calculations happening regardless of if those calculations should happen (pause the game and you still get the science amounts updating, water usage updating, ect)
I think if you have a bunch of tabs open on the internet it limits the memory to the game. I have a 4090 BUT i live in a rural area and only have 100 mps fiber so I would imagine it's the ISP speed.
Fixes all issues I have with anything UE related
AVX2 Ratio Offset - all the way down
core 1 - 50x
core 2 to 4 - 49x
5 and 6 - 48x
7 and 8 - 47x
Thats the only things I changed
Not sure if that helps but it works for me.
