if this is about the 2 containers near the garage on the fist map, yes you will need a least small crane and a flatbed or sideboard to deliver these to the harbour.

Most cargo needs to be packed on a trailer or your truck to be turned in.

If you are talking about the cliff, then you need to hang over the edge to get it. At least that is how I got the cargo.

You can''t winch cargo as you discovered. So a crane is the only way. You can do it with a small loader crane or if you need more reach/ lift/ stability with a heavy crane ( certainly if you have to pull up scout cars from ravines ) With the heavy crane you need another vehicle to load the cargo onto, or tow a trailer with the winch. To turn in that cargo at some point you do need another truck to actually attack the trailer or to transfer the load onto.

There is several ways to reach difficult cargo. If you can't reach it with any crane you could consider lowering a very light truck with a loader crane on it with a heavy crane and then when the light vehicle is down there drag cargo into reach of the heavy crane above. If you need to rescue a vehicle from a ravine it can be a powerful scout car to drag out another scout car in reach to the heavy crane.
