Report a translation problem
To see where the local mission or hidden trailers are you need to unlock the watchtowers first, or use a radar trailer or the Earth Roamers to see the map and what is in it proper. Alternatively you can use sites as Maprunner ( look that up ) to spoil where everything is.
If you are missing something that blocks progress you did not scout well enough, or did not pick up and read through all ( local ) missions available. The stuff you need is really there, it is not bugged.
Unless you delete cargo ( very inadvisable unless there is an unlimited supply ) you cannot block your progress permanently.
And as for real world logic...forget that in this game. The original Spintires programmer was Russian or from some other former Soviet country, so Snowrunner that still uses much of that code plays you, not the other way around. :-))
