Load game.
Hit enter.
Wait till mod option is loaded. Dont hit continue right away.
Go into mods.
Mod io mods will load 1 at a time. You will get notification when loaded.
Turn on mods 1 at a time or click options button.
scroll down a bit see enable all mods.

2. Once you have the game installed, don't launch it. Go to C:\Games\Steam\UserData and verify that there is a folder in there for the game. For Snowrunner, it should be a folder named "1465360". Then open Windows Security, click "Virus and Threat Protection" and click "Add or Remove Exclusions". Click "Add an Exclusion", direct it to your "1465360" folder that we just verified as being present, and exclude that folder from being molested by Microsoft and its nefarious control freak tools. (If you ever need to know an AppID, right click on the title on Steam, select "Properties", and click on "Updates". The AppID will be on that page. It saves digging through folders.)
3. Now do the same (create an exclusion) for the folder at C:\Users\YourUserName\Documents\My Games\SnowRunner\base\.
Hopefully, that will keep Windows from summoning the cavalry every time you try to do something with mods, and maybe your mods will still be there on subsequent launches instead of needing to be re-downloaded.
It recently broke for me as well. What fixed it for me was to just log out of the mod site in-game, then log back in.
