Khan Sentinel is also a fairly good medium sized scout as well. Good range, fairly stable, decent stock engine. It does require you to trek through Amur to get tho...
This is pre-Earthroamer which some think is the best logistics scout (good performance, light and heavy trailers, inbuilt radar).
While it has it's shortcomings (cannot hitch ant trailer, can be hard to steer on rocky ground, not the best wading depth) it can go just about anywhere and can tow the heaviest trucks and their trailers just about anywhere as well.
In the early game I used the Bandit for scouting over rough ground quite a bit, until I got to Zimnegorsk!
Look to the Tartarin also to be able to pull rolled over trucks ( except heavy trucks ) on to their wheels again. And it is included in the base game.
Next up will be the 6 large wheel Burlak, but it rolls over readily when not in deep snow or deep mud and can be frustrating to use in other terrain. But it can tow both truck or scout trailers.
The next strong one must be the 6 wheel YAR, that can tow scout trailers through very difficult terrain as well.
The Earthroamers are in the stronger and more off road capable category too, but they are only 4 wheel vehicles so suffer in adverse terrain when towing.
The rest of the scouts are really meant to drive solo, or tow over some more solid ground or roads, if they can tow at all.
I'll second the comment that proposed the Crocodile. It's small enough to be used as a scout, but it has the mass and the power to pull properly heavy weight. Also comes with the option for wide mud tires, enhanced all-terrains, and offroad tires.
It can carry spare fuel in any configuration, carries a spare wheel without shifting the position of the bed of the truck.
The stock engine is quite good for general-purpose tasks while saving fuel, whereas the upgraded options will put the truck in the S+ power-to-weight ratio.
This is sarcasm, right? PLEASE tell me you're being sarcastic. I have PTSD from having to assist people who were using heavy trucks to "do scouting" instead of using scout trucks for scouting. Especially when we had to cross through trees. Or sideways tilts. Or steep slopes. Or narrow turns. Or rock crawls.
