More detailed tire stats you can find here:

It's still going to take you a long time to get to the level to use chained tires, this way, though.
Once you're able to do the logging missions, those deliver a pretty good chunk of XP.
If you're doing all the things (tasks, watch towers, locating trucks and trailers, etc), you should easily have the chained tires unlocked before you're done with Michigan.
In the snow maps solid ice ( dark blue colored ) and ice shard ridges are your "roads" and to drive on these you do not need ice chains. In snow maps you are MUCH better off equipping mud tires as the game treats snow the same as mud.
Ice chain tires are just inferior stat Off Road tires with a non-slip flag on ice surface driving. They do nothing for you in snow or mud, and are useless for anything else then climbing an ice covered road. Which is rare, especially when it is not avoidable.
I think you need to consider looking at the map and try to identify open area's where there could be a road, but there isn't. These often hide routes on surfaces that are firmer and easier to travel on then the roads in the snow maps. Alaska is not considered among that yet, but from Kola on it is.
i asked for the chains, because i remember when i first played kola years ago, that map became a real nightmare for me. the snowy road before the heliport traumatized me still to this day
but after years playing that game on EGS i pretty much know what are the good trucks. so i unlocked them. it took me let's say a big day, and i'm good
for beginners who would like to know what those are, here's a small summary:
kenworth 963: with big engine. for me the best truck of the game
western star 1430: with big engine. raised suspension not mandatory. for me the short second best truck
bm17: with big engine. raised suspension not mandatory, but will transform it into a real beast. short third
ank: the one you unlock at Alaska is already very well fitted. the ank civilian fitted with a cistern and tundra tires is my truck of choice for exploration. but you'll need to unlock the raised suspension for those tires
this is pretty much all you need. i highly recommend the tires dlc though. and of course the wolf dlc which is the only way to get the 1430. same for the 963. you'll need the Fix & connect dlc to have access to it
and for money, selling found trucks is a good way to make fast money to get the money needed for upgrading
as for those wondering, i don't refer to any russian stuff, simply because i play only US, and european maps

Do all contracts all map jobs and the races.
I think even the DON will lvl 30 you.
Season 13 with its single map will by far lvl 30 you with its massive payouts and xp gains.
Tenseness if it dosent lvl 30 you will at least get you close.
For an easy lvl 30. Just drive around and get the watchtowers in maps.
That alone will lvl 30 you.
If you do them in order you may get to lvl 30 with just the main maps towers alone. and possibly done before you reach season 12 stuff.
In short...
Lvl 30 is easy to get. Its the cash to buy better and better rides that takes forever.
