The few times we have seen that happen...
Here is what worked for us:
1) Everyone unsubscribe from all Mods you are using, and then re-Subscribe to the Mods.
2) After all Mods have been subscribed to have Everyone completely Exit the Game and completely Exit Steam.
(Go to your Task Bar hidden Icons and right-click Steam and Exit Steam or use Task Manager to make sure you completely exit Steam)
3) Everyone restart Steam. (In some cases one of you will probably see Steam has an update as well when you restart Steam)
4) Everyone make sure that the Mods you want to use are in fact Turned On.
5) This next step you shouldn't have to do, but in the few times we seen that happen, we also did this just to make sure...
Have the Guests Turn Off any Mods they have that are Not being used by the Host.
That in itself should solve the problem, but if not, when you are in the Mod Menu there should be an option that says something like "Clean All Up" or something to that effect. Click on it and it will delete and clean up all your Mods.
You will then have to Subscribe to all your Mods again and turn them all back On.
Not knowing exactly what methods of invite you have tried, you did say you tried everything so I assume you have already tried what I'm about to post, but for the sake of others who may have same issues that don't know:
Sometimes we use the Steam Invite method of Joining Coop.
If Crossplay was ON we try it Off, if Crossplay was Off, we try it On.
When that fails, we try Crossplay On again and then use the "Join by Code" method for joining.
Somewhere along those methods we manage to get the Guest into the Coop session.
Hope this helps!
If you find the solution that worked for you, be sure and let us know what it was.
If you don't get it to work, let us know that as well.
Good luck!
