What I can tell you is this: I know it's possible because I do it all the time on both Steam and Epic with my PS4/5 friends all the time.
Have you tried different Hosts?
A lot of it has to do with the Hosts Internet Connection. In Coop, the Host essentially becomes the Coop Server. If Host has a weak or semi stable connection, then there will be issues. Think of the old days when Coop in games first started and your Internet Connection determined how many people could join your game.
As far as the PlayStation Console Player and Epic Player in the Mix, that should not be an issue if everyone has a good stable Internet connection.
I have SnowRunner on all 3 of those platforms (PS, Epic, and Steam) with well over 4000 combined hours, of which at least 1/2 of those hours are Coop between all 3 of those platforms.
The only time we have not been able to get 4 people in has been when an Xbox player tried to join us. (Which is why I asked) We have never had an issue with just Steam, Epic, and PS4/5 Coop of 4 people (Unless Mods were involved).
In the rare times we experienced an issue, we always managed to get everyone in (Except with the Xbox player) by trying different host, sometimes we would have everyone exit out, restart their Steam, Epic, or PS and restart the game and that would work.
Another thing we would do, that sometimes worked, is have 1 person at a time join. Once that person was in, we would have 1 more join. Always waiting until the person was in before having another join.
Through trial and error, we always managed to eventually get everyone in. (With Epic, Steam, and PS Players)
Like I said, sometimes through trial and error, but as frustrating as that was, we always managed to eventually get everyone in.

host starts game, the one who has the best net joins next, the one who has the worst net joins last. just need to find out who has the fastest to slowest.
so should be like this:
host (any net) > 2nd player (fast net) > 3rd player (slower net) > 4th player (worst net)

We've never actually tried this method; nevertheless, you may be on to something here.
Reason I say that is, I have been in countless 4 player sessions and through trial and error, we have always managed to get everyone in.
As I already pointed out in previous post, one of the methods that worked is by having only one person join at a time. We often switched who would join first and then who next when/if the first try didn't work. Not taking into consideration who had the best connection, we may have hit it by luck.
I will definitely keep this method in mind.

You can try it but it won't work unless the game wants it to work. I've heard every workaround under the sun and none of them work. If you ever get 4 players in your game, it's a total coincidence. Anything else is myth.
2 players almost always works. 3 players usually works but might get issues now and then. 4 players rarely works.
Have no idea how they have left it so broken like this for like 4 years but that's the truth. There is no workaround, trust me. I've spent 100's of hours trying to get 4 player games, I even own the game on multiple different platforms, crossplay on, crossplay off, trying every possible different combination of people joining, and I can guarantee you that any workaround is just a myth. You either keep trying until it lets you after everyone restarts their games for the 50th time, or you spend all night trying and it never does.
Even more annoying is every time it fails and kicks someone, which is nearly guaranteed on 4 player games, everyone has to restart their clients every single time too or it won't even attempt to connect anymore for a repeat try.
Then why are myself and many others able to get into a 4 player game?
In your case, and probably many others, is either your internet security, your router settings, use of VPN, or some other Internet related cause is preventing You to get into a 4 player game.
Just because You cannot get into a 4 player game does not mean others can not.
I wish I had a precise reason You and a few others can not make it happen, but I don't. I just know that myself and many others can get into a 4 player game.
Myself with over 2000 hours in Multiplayer Coop alone.

Funny that, go on the discord where the actual regular players are and literally every single one of them will tell you the same thing.
So what, you managed it one time and thinks it works regular or something, lol.
Also i've been through multiple ISP's, multiple computers and multiple houses in that time. And literally every single person I know has the same issue, including all the discord people.
But of course, must be me, amirite xD
I already stated in other posts that there is an issue, And yes, the developers are aware there is an issue.
I feel your frustrations, and wish I could help you in your situation, but I am not an expert in how ISP protocol works for this game, I just know that not "Everyone Playing SnowRunner" is having the same problem as you and the OP.
I realize there are others out there having the same issue; however, there are more people managing to get 4 players in a 4 player Coop than not.

Over 2000 hours in SnowRunner Coop alone.
Over 5,500 hours total hours in SnowRunner across 3 platforms.
Who is the regular player here? 🤔
Based on the number of hours you have in SnowRunner, I would venture to say, I probably have more hours on the SnowRunner Discord Server, than you have in the SnowRunner game.

I get it, catching 4" fish for the first time ever catching a fish has the tendency to become a 14" fish after time, but let's be real.
There are approximately 50,505 members on the Official SnowRunner Discord Server.
That would be a lot of complaints on that Server, meaning no one on that Server has ever been able to join a 4 player Coop.
But yet, you can go in there on any given day and find 4 players in the same Coop game.
Well, you used to anyway, There's not near the amount of players there now as there used to be in the past.
Most of the "Regular" players have already established their own little community groups and normally use their own Discord Servers to play on.
I see they (SnowRunner Discord) have also reduced the number of Voice Channels and Text Channels. There used to be a lot more channels than there are now.

Not one time, Over 2000 Hours in Coop of which there were countless times we had 4 players.
We do it all the time.
There was only "One Time" we Could Not get all 4 players into a 4 player session. It was when there was an Xbox player involved. We tried everything we could think of to get everyone in but failed.
We determined it was the Xbox player causing the problem so we finally gave up trying to get all of us in, but were able to get 3 of us in. Two on Steam and one on Epic.
Don't get me wrong, I am not saying Xbox is the problem. In this particular case, it was because of this particular Xbox player in the mix with us. I'm sure he managed to get into other 4 player sessions in the past and after that.
I have been in several other 4 player sessions with Xbox players involved. This was an isolated case for us.
When you say "Multiple" I don't know how many times that is in your case, but when a person says Multiple, it generally means more than 3 times.
Let's do the math here:

Yet you have been through "Multiple ISP's, multiple computers and multiple houses in that time"

That's a lot of computers and houses for a span of only 139 hours in SnowRunner.
That had to be pretty expensive.

I'm sure you are frustrated, so my advice to you... Rather than trolling people and posting before getting the facts, do some research and try to help come up with a possible solution to a problem.
Playing with 4 people in SnowRunner is a lot of fun.
I really hope you do manage to figure out why you have not been able to get into a 4 player Coop. Keep trying different things.
And if you do get it to work, how about posting something constructive that helps others in the community that are having the same problems. Maybe what works for you will work for others as well.
