It's not useless as a scout? Also the new Rezvani Tank is amazing to drive in the game. It's literally like driving a Dakar car, and I am not even kidding.
The Hercules with a trailer hitch would have actually been useful, but without it? Why bother when there is Ford F750?

Modders do scouts waaay better.
We have the Loadstar 1700, the Ford F-750, and the Chevrolet Kodiak. They all fill the role that you described.
The Loadstar can pull scout trailers, whereas the F-750 can pull full-size trailers. The Kodiak can pull full-size trailers and semi-trailers, and also can mount a full-size cargo bed.
And for the russian ones, we also have the Crocodile.
Consider this though. How often do you actually use scout trailers for their fuel or repair parts, and how often do you use them for carrying cargo or for the radar? The scout cargo and radar trailers are best handled by scouts with truck-size engines and higher mass (like the Loadstar). In the remaining cases you're using the scouts for the refuel, repair, scouting and assist roles.
The Apache and the Rezvani that come in that package cannot be coupled to trailers, but are both really good at pulling things above their weight and they basically are trucks with a fuel+repair parts trailers built in since that's just how much they can carry worth of supplies. You are not losing anything by not having the ability to couple trailers to these.
The Rezvani is very fast for a scout, and carries massive amounts of fuel and repair parts. The only issue I've had with it is the ground clearance for how long the chassis is. The Apache has a weak engine but it gets incredibly good traction.
Both trucks are good at pulling things far above their weight because of the extra traction they get from additional wheels.
Those trucks are all substantially larger and in real life designed to haul much heavier cargo. They are on completely different chassis. I get what you are saying, but there is zero excuse to not have some 250/2500 style trucks. They are the most common work trucks and really what you would need for most of the scout trailers in the game.
The trucks I am requesting don't even have to be new ones. I would be perfectly happy with some pre 2000 model trucks to fit this class of truck. I am hoping the new Earthroamer will allow a standard truck bed. From the picture I saw it's definitely a newer model Super Duty. That would be awesome to have officially in the game. I'd also like an appropriate diesel engine sound for these trucks, but I'd say that is nothing more than a dream haha.
Well. There IS a mod for the Elevation Off-Grid version of the F-550 (and perfectly replicates the visuals, too). There's also an equivalent mod for the RAM trucks, and comes with both super single and dually options. AND there's another mod for a dually F-450. And there's also one for the F-150 Raptor. All those mods are from JohnJohnHotrod. Check them out (and also download the optional official manufacturer branding addon for them where applicable).
There's a few similar versions from other mod authors but the ones I saw were way below in terms of quality, and they were also way OP and lacked non-cheat performance options.
