It is the same for cranes : exactly the same type crane will sometimes not fit on all trucks of the same general Western or Soviet/Russian group. So here too, while you generally can move them around on all trucks of the same type, they will not fit on ALL trucks of a Western or Soviet/Russian group.
Yeah that is a bummer when you are low on cash. I don't think it is a bug, but has to do with the frame or layout of the specific truck. And i think the developer does not see use in providing people with a pull down list of all trucks it can be applied to. You just have to find out it does not fit, or does fit.
Are you sure this is not a bug or perhaps we're both missing something here? I've been playing for 550 hours and this is the first time this happened to me. I was always able to swap between the same matching parts across my trucks (Russian & American) with no issues.
Im not really low on cash or struggling with money in any way, I just hate it when something unfair like this happens for no apparent reason just because the game is going haywire or whoever designed it this way was plain competent. I have been upset since day 1 when I discovered that hard mode doesn't allow you to sell trailers....like that's what real life is supposed to work? NG+ mode came out way later so I didn't want to start all over. I've been living with that pain and anger inside of me since the game came out on Steam, lol.

Note there's a close off plate above the propshaft and also the position of that electrical box on the frame rail.
Now compare to one mounted on an Azov 7, also a long-boi with a central transfer box, albeit not elevated above the frame. This tank is shared with many other trucks:

The plate is gone and the box has moved forward.
Why the difference? I don't know. It's dumb. Same for the Burlak and Mack having their own cranes that look and are labelled identical to all others. It's annoying to be caught out by it but meh.
