The easiest way to accomplish what you want is to start a NG+ and start yourself where you left off.
It's easy. You get a PS4 stolen
Then move to PC and make progress, then run into an issue where Steam won't download anything and sits at 0 mb/s forever and try to delete and reinstall steam. Every other game is fine. Snowrunner progress gone.
This does not address your issue directly, but the way you described the Steam bit, it sounds like there was a pending cloud upload for Snowrunner and it didn't get through because of what could presumably be a connection issue?
My point is, have you checked your internet connection? If that was the cause, it could give you headaches again.
There's more to it than that. My AIO cooler has been chronically undersized since I got the computer 13 months ago. It finally died last month. Processor cooked. Tried the local repair shop. They gave the the runaround. Fired the parts cannon. Pure incompetence. Finally picked it up, bought a full size case and swapped the guts over myself, mounted the larger cooler and went to go download a new game on steam. Somewhere along the line, Steam bugged out. Internet was fine. Everything worked including non Steam games. Steam itself was just not cooperating and acted like it didn't have a connection. Changing the area to Bulgaria and back fixed it, but I had already deleted and reinstalled Steam. I won't be making that mistake again.
Also, does anybody know where to find a list of how the trucks are listed in the xml files, or a way to access a list of ingame trucks? I have the map list and can clean up the missions and upgrades I've completely completed/collected in Michigan and Alaska.
By the time you go through all this hassle, it would honestly be easier and safer for you to just start a new game using NG+ as I suggested earlier.
You also can't just "complete" all the quests. Some quests effect the state of the map and those settings are reflected in the "sts" files which you can't edit because they are serialized. You're going to end up with a mismatch between the save file and the "sts" files and the game is going to end up corrupted. Randomly marking things completed isn't going to update the map state for the quests that make modifications to it.
And this time, make regular backups of your saves so you can't lose them again.

It's been a long time since I've done that though, and I might be misremembering.
As far as a list of trucks:
C:\Program Files (x86)\Steam\steamapps\common\SnowRunner\preload\paks\client
Open initial.pak
Go to media>classes>trucks-this will show you the vanilla trucks .xml. The DLC trucks are listed in their respective DLC numbers i.e., media>dlc>dlc#>classes>trucks.
As far as ranking up your save file, I would make a backup in case changing numbers breaks it.
Very helpful and good to know. I was unaware of "NG+" and it's a safer route. Only need to hunt a few upgrades down and sell a few map trailers to get "back" to where I was.
