Its short wheel base coupled with SRs game engine's generally poor behaviour when going fast means it's barely controllable and will go off course all the time.
Nothing you can do except limiting how fast you drive it.
You think maybe a low powered engine might help? I'm going to try that and I'll let you know the results. Thanks for commenting, you've given me an idea to pursue!
EDIT: Ok switching back to the stock engine improves the handling a noticeable amount. Once I am able to add a roof rack, the weight may calm it down some more.
Outstanding! The Snowrunner gearing gentled the handling to an astonishing degree!
I'll have to try swapping in a more powerful engine to regain the ability to tow via winch, something the stock engine is not up to.

Never really used the Khan for anything other than short excursions, after all i had the Tatarin very early on in my playthrough.
Edit: I found the diff locking upgrade for the chevy 1500, I'll be using that as my primary light scout, for now.
