ASKing about coop

If my friend will buy base game , he will be able to play with me, when I will play on DLC maps ?

Yes. He can access your maps and DLC trucks while in game with you.

if i'm not mistaken he should be able to join your maps, even if he doesn't have dlc...achievements, and other stuff may not unlock for him until he gets the dlc himself

Achievements are only for the base three maps (Michigan Alaska and Taymyr) anyhow. That includes truck ownership (I got all three (Stars and Stripes, Victory Parade, Model Collector) without any DLC vehicles.
On a side note: How you enjoying your hard mode playthrough? It took be a fair bit to finish (97% done, just the three coop missions in Tenessee to do)for me, guess that's why I have over 1240 hours in game in a year (Aug 5 2021 is when I got my copy).
